Suggestion for Brad regarding starbase construction

I would like to see a limit to adding starbase / terror star modules to 1 per turn / per starbase. This would have no effect on the early game because constructors are so expensive, and would put an end to players sending a fleet of constructors into enemy territory and rush building a terror star / party star in one turn.

This would force the player to defend his constructors while the terror star is being built, and give the A.I. some time to react to it being built and mount a possible counter offensive.

Let's face it Brad. The Death Star wasn't built in a day. ;)

It's not just the end-game this is affecting. Here is a recent example from my game:

My survey ship came across the source of the Drengin's military might deep in their space. An isolated starbase on a military resource with maxed out mining and defensive modules.

I began to assemble a fleet of constructors, three anti-matter missiles, and two dreadnoughts at the bottom of the adjacent sector, out of view from the Drengin's searching eye. When my fleet was assembled, I crossed into the Drengin's sector and parked my fleet next to their starbase. The next turn, my missiles destroyed the starbase, my constructors built a brand new one with maxed out resource and defensive modules, and two dreadnoughts to help protect it. Now I was getting the military % bonus.

All of this in one turn.
