Planet Production

What happens to production when you aren't building a military or social thing, but you have resources going to it? Is it convereted into money or thrown away or what?

If it is thrown away that is something that should be changed. Either you should be able to set production per planet or better yet it should convert into cash or the other production type and research.

I looked in the manual but could not find anything about it.

For now, it's wasted. There have been various methods of dealing with this suggested under the suggestions thread and a sticky thread specifically devoted to it above.

I haven't read through those mammoth threads, but here's one thing I do. Obviously you can always put constructors in the military queue if you don't have anything else you need to build. If you don't want any of the available social upgrades b/c the maintenance cost is too high, you can still build them for a while but just switch out before they're completed. The amount you contributed is stored, so if you change your mind later (perhaps for a morale boosting item), you'll have it almost done.
