I just wrote this in another topic BUT..

Here's my idea, By having a Coup you force yourself into an imperialist government BUT It could trigger a civil war if your not properly prepared (Domininating your planets)

I thought there was an event like this where a part of a random empire breaks off, causing a civil war. I've seen this once.

There are several. The I-League, the Fundamentalists, probably a few others.

I think he wants to be able to do this when you're not in ctonrol of the senate and can't get a vote to elect you, so you resort to a coup.
