How do you ally with someone?

I've researched the proper technology "Alliances"..and I see that 2 of the alien races have allied with one another but nothing appears under the "Treaties" when i'm speaking to a race. I'm on friendly terms with them too. How do you initiate an alliance?

They have to have Aliances tech and have to be on "Close" standing with you before you get the option.

and one more question..if i have a below average quality planet..like 12 13 or 14, will my people slowly die or stagnate, or what? I didn't realize the tremendous effect planetary invasions can do to planets(I think I chose to gas them..lol 3 planets went from 20 quality to 13 and 14.. but hey i won!).

i'm having alot of fun thanks, this game really feels like civilization in space and it looks like it's on its way to be a classic. so far i've played 4 or 5 games..not complete games because I reach a point where it gets to easy, i always like a challenge ;) I guess its time to kick up the difficulty a notch, "normal" was just too easy :)
