Declarations of War

I have a few questions....

Is moving into the ship or planet of another civilization the only way to declare war on them? It's the only method I have found but the AI seems to be able to just announce it.

How do the Senate votes over going to war work? By which I mean, how can I judge whether or not a vote will be in my favor? And what consequences (if ant) are there for a vote against going to war?

In the diplomacy screen you can also select attack and highlight the race you wish to attack

morale needs to be somewhat high in order to declare war.

and i've not seen any side effects when the senate refuses to declare war.
