start the game with Stellar Cartography?

no, but you can adjust your texh spending to 100% and get to it a lot quicker. the downside being nothing is built, etc. If i'm going to spend 100% on tech i'd rather go for trade goods gravity accelorators or diplomatic translators. and then stellar cartography, but by them hopefuly my survey ship has explored all the nearby sectors.

yes, open up GCtech.tech in your data subfolder of GalCiv and change tech #140 (stellarcartography)

Drop it's cost to 1 and change the requirement from "NanoElectronics" to ""

but i believe you have then modified the game and the metaverse might not accept it.
