using Friction Clothing as an example.. when you build it does it give bonus's to..
a. your whole civ
b. just the sector the planet is in
c. just the one planet
I think it will probably be C.. the bad thing is just to keep the other guys from getting some of them I end up having most of them on my first (main) planet...
