Weirdest bug I've ever seen...

I was just going along minding my own business when out popped this dialog box, stating:
"Invading the Terran Alliance's Petroni system will be viewed (for obvious reasons) as an act of war. Are you sure you want to invade this star system, Lord Lord Vega?"
The screen was centred on a transport next to my (the Terran) undefended system Petroni. I have a screenshot of it, and I'll be happy to post it if someone would tell me how.
Needless to say, I selected "No", but I'll certainly be keeping my eye on those sneaky no-good Drengin.
