Shouldn't the new Game Manager be at full release status before the old game manager is cut off from the server?

In what way do you mean that it's not in "full release status"?

Well, I tend to think of software with a version number of less than 1.0 as being in beta status, and software with version numbers greater than 1.0 as being in full release status. Maybe it's just me.
