Partial United Planets Council

If you play slowly enough, you might reveice a united planets council meeting containing only one or two races. In such cases, a council of two races affects the galactic laws for all six powers, even though four of them never even had a say.

I propose that the united planets council should only be made available until one race has met all 5 other major races, whether it be human or alien. When that happens, the first united planets council meeting will take place in 6-12 months (or more if desired).

While this is not the perfect implementation (e.g. the Terrans might be the only ones willing to host it), it is an improvement over the current state.

Any comments would be appreciated.

I figure that the United Planets is a terran creation and they start up their "League of Nations" (Because that's what it is, its no UN, because the minor races have no say) with the first person they see. Good Aliens say "Oh! A chance for peace in our times!" and join. Neutral Nations say "Oh, Maybe this will be beneficial and all" and join. Evil Nations say "How can I manipulate this in my favour?" and join. So that's why you can vote for all nations with only two, because everyone thinks it's a neat idea and doesn't mind the laws you already instated

I was under the assumption that the UP laws only affected those who are actually in the UP... meaning the aliens you've met. I didn't know it affected those you have yet to encounter.

I doubt that it is a "pure" terran creation. The manual says on page 34, "When you research the technology 'Diplomacy' you are asked if you want to become part of the United Planets. If you say YES then you are subject to its policies (if you say NO, nobody will trade with you)."

This implies that it is independant of the Terrans, and is not necessairly hosted on Earth. The manual also implies that you do not have to be part of the council, which means the other races have their meetings without you.

Well, you are not *asked* if you want to join. However, you can choose to leave the United Planets anytime you wish.

I suspect that there is a bug in the UP, as I've seen votes where it was just the Drengin and myself, and we were voting on taking 3% of the Alterians economy for 5 years.

Boy,if I was the Alterians, I sure would be surprised that 3% of my money was going to aliens civilizations that I hadn't even met yet! LOL
