In a couple of games I've had running, at a certain point, my starbases start getting damaged. All my starbases, and even those of other races. The first time it happened I put it down to one race finding a 'mysterious artifact'... but the game ended before I could whack them and see if the damage stopped. In my current game the same thing is happening but its never given me the 'Race X has found a mysterious artifact' message, perhaps because I still haven't found the Yor yet. Anyone can confirm if this is what is causing the damage?

It is most probably because you obtain an bonus on your Hit Points (empire wide) even from space anomalies or through a tech.

I mean: when you get such a bonus, your Max hit point grows but your current hit point does not change.
Agreed it seems a little strange and counter-intuitive.

The first time it happened to me, I was playing war party, lost the election, and then won the senate back. All my starbases were down a *lot* of hit points for awhile.
