Leases? GIA?

In the domestic policy section (4th button) on the economics tab (1st one) it lists 'leases' as expenses.

This also appears under stats -> economic.

What is it?

also what does GIA stand for (on same screen)

Aren't leases the extra "x bc per y months" you get when you purchase a ship/social project at less than full price?

Yup, Leases is the extra payments for the three contractors that charge x BC for y months.

GIA is Galactic Intelligence Agency. It was supposed to be the spending on espionage and destabilization, but since those have their own lines, it isn't used.
