Starbase help needed

Mysteriously, some of my starbases won't let me upgrade with constructors.

The starbases are sitting on a resource, but have no upgrades. When I try to move my constructor onto the starbase, I get the error noise. Other starbases work fine. The only difference I can see is that the starbase is close to a planet.

Any ideas?

I know it is a silly question but... are you sure the starbase is yours ???

I've been outraced so often by the AI when trying to plant a starbase on a fareway ressource and some time it's hard to distinguish the color of the owner.

UN Restrictions, as well? Can you see the module screen for the base?

I think there is a UN Restriction that limits it to 1 or 0 modules...
