Silly thing I can't figure out...

I've won several games with bright AI's but I can't seem to figure out how to access the part of the planet screen where you can set propoganda or assign a governor. Can't find it in the documentation either, what am I missing?

In the lower left corner of the planet screen, there is a "details" button. Click that to get to the screen you are looking for.
