How are alliances formed?

After I researched Alliance tech I expected to see something like "offer alliance" within a race's diplomacy interface. However, I didn't see any option.

Also, is there any way to expedite the repairs of a damaged starbase?

In order:

To have the option to offer/request an alliance, you need to be at "close" (one step up from "friendly") relations with the empire in question. That means giving them stuff for free, helping them against their enemies, and trading lots with them. Also, being a similar alignment is probably also a good plan.

To expedite starbase repair, install a repair module and/or research repair techs.

They also need to have the alliance tech before you can ally with them.
