"No resources available"

It means one of two things -
1) You'renot putting enough into Military spending. Take a look at the local government (4th button along the bottom) and make sure you're on the "Economics" tab

2) You've spent yourself so far into a deficit that people won't work for you. If you're lower than -500bc then you're in trouble and it will not build anything until you get over that amount. Try not to get into such a situation.
