How do you form an alliance?

Just finished my first game, and got the alliance technology, but I saw no way of establishing an alliance. How do you do this? It never showed up in the treaty window. Could it be that none of the others had alliance? What's required?

You need to be at a close relationship with them, and they also need to have the alliance tech.
