I haven't put up a Beta using the new system before but if you would like to try out 1.02Z here's how you do it:

In SDCentral go to settings and have it show pre-release versions. Note that this is a beta in many ways. It worked here fine on my home machine for what it's worth. ;)

+ Efficiency Production Bonuses get penalized if they are > 3X the planet quality.
+ Sector Influence is now weighted between the distance of the nearest starbase and the distance of the nearest star.
+ Colonies on planets

I have the beta problem as well.

I had "view pre-release versions" selected, so I deselected, exited Stardock, entered Stardock, reselected, have clicked "refresh" multiple times in the software tab, and nothing. I did see that the four "modules" (multimedia, bonus pak, manual, windowed version) were shown as updated, and I updated them, but still no change on the GalCiv entry.

Sorry, can't help you.

I don't know why some people can't see the beta. I guess it'll have to wait until Stardock re-opens tomorrow. We're on Easter break today.

Re political parties, I don't know if the new ones do anything yet. I looked briefly at them and it looks like they're just place holders for now to show that you can now add your own political parties.

Does this version fix the annoying wrong race picture/diplomacy screen snafu? So far I've managed to avoid giving gifts to my enemies, but it's getting to be grating to be fooled into thinking I'm talking to the Arceans when it's really the I-League...

Yog: If it doesn't say fixed, then no, it isn't fixed.

I think that only Drengin users can see the beta but I'm not positive on that. The system hasn't been used since the Drengin beta.

But that's only a theory.

Brad, you can use them, I started a new game with universalists, so it works, but you get the trade +20 bonus.

You can "force update" to the lates beta even if you domyt see it and update button is greyd out by pressing ctrl-p

Hmmm just noticed when starting a new game that both Industrialists and Universalists have a +20 trade bonus, which doesn't make sense at all. Mercantalist get the trade bonus plus another bonus. Typical betabug I guess.

What are the "nasty AI" tactics?

The nasty tactics are things like the AI rotating undamaged ships to the front and sending damaged ships to systems for repair, sending ships out of orbit to destroy a nearby target, then going back into orbit, some other stuff along those lines.
