Too Easy to Pay Like-Minded Civs to Kill Each Other?

Just finished and won a large map, all AI's to genius, game.

I don't take much credit for this, however, because every time the tables *could* have turned on me, I'd simply call up a couple civs to go to war with each other. Rarely the option wouldn't be open (why?) to ask them to attack so and so, but otherwise it was so easy to set the two Top Dogs on each other -- even if their alignment was close!!!

Using this method, I never met any resistance until I was so overwhelmingly powerful that it made no difference. At this point they should have had the courtesy to resign, but I had to annihilate every last enemy planet ... ho hum.

Compounding this issue, of course, is the fact that I could pay them a certain low amount of $ to attack a would-be friend spread over dozens and dozens of turns instead of having to pay it all up front.

If I had had to pay that amount in a lump sum, I couldn't have paid (or maybe paid it just once or twice in a game), which would have made the game a whole lot more challenging!

"Please attack the Top Dog and ruin yourself rather than easily taking me over now, O.K. I'll set myself up with low, low easy to make payments of 100 b.c. for 50 months, o.k.?"

Any votes for making "Attack So-and-so" offers only payable in a lump sum? Yes, the 'real answer' here is an AI that can't be so easily manipulated in the first place, so maybe my idea is just a band-aid...

By the way, I should add on a positive note that prior to my cheesy tinkering in this fashion, the AI was superbly aligning itself against me.

The best stuff I've ever seen in a game of this sort!

Looks like one could try to play the style of the Shadows then with all that talking others into starting war with each other.
