Updated pdf Manaul for features added and features removed?

Has the manaul pdf been modified to add in the new features since the game came out and to remove those
that aren't in there like the 2 extra political parties
and the trade embargo?

it doesn't. It is in the manual like the universalists and industrialists parties..but those 3 do not work
as of now.
