Destabilizing Minor Civs

Is this not allowed for some reason? Every game where I've wanted to do it the slider bars for that (and espionage) are immovable, locked at zero.

Hmmm, I have had a similar problem myself. But I wouldn't even see a slider, so I just used the arrows...then when I went back and clicked on a race (other than a minor), it would appear that the money I had put into destabilizing (or espionage) the minor race got transferred to any of the other major races I clicked on. :notsure:
