Planet Rebellion system needs tweaking...

OK...here is something that has really been getting under my skin. Some of my planets on the fringe of my empire frequently rebel and join the Independent League, usually due to low morale or what have you...anyway, I subsequently send over a fleet of transports to restore order, invade the planet with my 500 million troops and take it over. Now the planet is back in my hands with a population of 500 million from my invasion force. What happens next turn? You guessed it...the darn planet rebels again and joins the I-League...now with a population of 500 Million...my former invasion force! This is just wrong...First, the planet should not rebel so fast again after my invasion. Second, my 500 million troops shouldn't just become civilians...they should remain as troops and ensure order on the planet. Third, why doesn't my huge fleet of 2 dreadnoughts, 3 battleships, 5 frigates and 5 corvettes at a morale bonus to the population...maybe if those ships could actually bombard the planet, the population would have something to fear and thus they would behave...can we do something to fix these problems???
