What is with stardock

I signed up for stardock central because having everything automatically download is convienent and seems like a good idea.
Anyway it does not seem to work for me. Specifically it claims that I already have the updated version when I do not (for exmaple it says I have version 1.02 but will not let me update to 1.03 because it claims I already have updated, yet when I start the game it has not been updated as there are no new governments), so I end up having to download the patches from the galatic civ website. Does anyone else have this problem? and is there any way to fix it since I do not like to wait for the patch since I am impatient
ALso it would be very useful for there to be a way to check your version in game
