Starting Abilities - Better Planets

Has anyone tried setting the Planet Quality ability to 10% or 15% ? I usually end up with class 20 to 22 planets, and sometimes much higher. Once the soil enhancements and habitat Improv. are built, Morale, tax income, and production just shoot through the roof.

Once I started my next game, I think the A.I. tried this out, since I found nothing short of class 20 planets in the entire galaxy (medium size).

Both have been removed with the latest patch.

Nerfed or completely removed? If so, there goes my NeoHippie Faction +25 planet quality -10 almost everything else.

The starting PQ picks have been removed. Other sources of PQ increases still work.
