1.03 Influence Question

First, as is the tradition, thank you Frogboy and team. I love the game. I love the updates.
Someone sort of brought this up on the 1.03 patch page, but maybe this question will receive more attention here.
To review, this is from the influence page in the encyclopedia:

Influence is derived from:
1st: Your civilization's total monthly influence (i.e. all your star systems added up) / (Number of sectors in the galaxy).
2nd: Then it looks at how far away from a starbase or star system that sector is and the further away, the weaker your influence is.
3rd: It looks at what starbases are doing in a given sector. I.e. are they magnifying influence there.
4th:: Then it multiplies that amount by 5 (you'll see why in a second).
5th: Then it does adds the influence from the adjacent sectors to the total without mutiplying them by 5 (this way, local influences weigh much more strongly but what's happening in other sectors matters some too).

So, therefore, is the influence in a given sector based originally on the total influence for the culture summed over all planets (then modified by distance and starbases and adjacent sectors), not the nearest planet? And I gather that previously the distance measurement used in this calculation was to the nearest starbase, not the average between the starbase and nearest planet?
I could not find information regarding how many influence points are generated by different planets. Maybe this is unimportant, but it is nice to have some ballpark idea of this type of thing if one is debating the cultural effect of taking a class 33 planet or something.
