Minor Empire Bonuses

Do the minor powers start with civilization bonuses like the player and the AI civs do? If so, what kind of bonuses can they have?
I'm curious because in my just recently started game the Scottlingas have Battleaxe's with an attack value of 5. Unless I'm misremembering, the base value for those ships is 2. So we're talking about a 150% bonus? Where'd that come from? I assume that they get bonuses from technology like the rest of us. But it is too early in this game for anyone to have boosted their weapons level more than 10-20%. And the minor civs never seem to build survey ships, not that they could get that many weapons tech boosters anyway.
