planet quality improvement...

I think there are two improvement structure, are there more than two? Ive seen an AIs's base with quality of 38! How is that possible? Why computer always have better planets? Thx in advance.

It could be a combination of things:
- There's a racial ability you can pick at the start of the game that gives you a boost to all your planets.
- There're precursor artifacts that can add to planet quality
- There're social projects you can undertake to improve the quality of the planet

There is also the planet quality improvement colonisation event.

There's also a small chance that the game will generate a high quality planet at the start of the game.

The highest I've seen, occurring naturally, recently, is a class 26 planet.

Actually, there are three social projects that improve planet quality: Soil Improvement, Habitat Improvement, and Terraforming. There's also two techs and a wonder.

Late techs (such as near omnipotence, etc.) also increade planet quality. I have seen as high as in the 50s.
