First of all, let me say that I really like Galactic Civilizations. I happened to stumble across a preview article about it some months ago, and have been waiting for it to be released ever since. Picked it up a few days ago (making me a newbie). I am really diggin' this game! And I love the fact that you can get mini-updates constantly.
But enough babbling, my point to this post...
I am confused about the UP. I thought you would be able to make your own proposals to the UP Council. Is this option no longer available (or have I not made it far enough in the game)? Was it ever in the betas, or was I day-dreaming?
I really like 4X games with a multi-national organization. But at this point, the UP feels like more of a set of events with random proposals.
Any clarification/help would be greatly appreciated. :notsure:
