Stellar Cartography -- the useless tech?

Has anyone ever really USED this tech to some advantage? It seems to me that by the time I get it I have most of the map uncovered (or at least the most immediately strategically useful part of the map uncovered) and the initial rush of colonization is over. We're talking about a an early 20th Century technology that is three technologies into the tree!
Perhaps I am missing some obvious strategic significance to this tech that would make me want to research it at all. Aren't the bazillion scouts and sensor drones your survey ships start up enough to scout pretty much the whole darned galaxy? Why would I care which stars are yellow after the colonization phase?
I remain clueless. Help me get on the bus.
