Has Shipyard bonus going away when loading saved games been fixed yet?

Is it true that shipyard bonuses go away when restoring a saved game? I have read over the 1.03 list of features twice and didn't see that this was fixed. Is the appropriate action that, for now, not to build the shipyard improvements? Thanks in advance.

But, on the bright side, Brad said today that they are aware of it and are working to fix it - which is more response than we've gotten on this issue since it was first noticed.
