Influence trading?

What exactly am I buying/selling with Influence on the trade screen?

When you buy or sell influence, it affects how much your vote counts in the United Planets.

Is that for one turn or a permanent transfer?
If it's just for one turn and the UP isn't voting next turn, it's not worth beans.

It'll be good until the next UP vote comes along and resets your influence to 0.

Oh, OK. That's what the big blip on the Influence graph is about, too. It seems to go right back where it was the next turn.
