Espionage and destabilization - questions

Hi all,
I'm fairly new to the game, and have a couple questions concerning espionage and destabilization.

1. Is there any point in continuing to fund espionage at a high rate after achieving Advanced knowledge on a civilization? Will it give me better odds of stealing tech, or having other cool stuff happen? I know I still have to fund it a little to have it stay at Advanced...but do I have to continue to fund it at the same rate?

2. How often do you actually steal tech? I've had Advanced knowledge of all the major civs for at least five years now and have never once stolen a tech (I'm playing on Normal difficulty at the moment).

3. Does destabilization do anything if you spend relatively small amounts of money on it? I've been spending about 52 bc a turn on destabilizing the Altarians, and it has definitely produced results (defections, economy lowered, influence lowered, tech seems stagnant, unfortunately their military is still good but you can't have everything), I was just wondering what would happen if I slacked off somewhat.

1. A little spending to keep "tanked up" is cool, but you sertainly should drop back the spending... Apparently, it is BC spent compared to their pop, so you don't even need to spend at all if they are stable or in decline.
2. Never. This is an "event", not something you can do. Put it onthe wishlist.
3. Depends how dumb they are, and how precarious. At higher levels, they react so well that you need to overwhelm their entire economy to get the full effects you have seen. Still, distracting their spending into "defensive" types - and making them build morale improvements - can be very cool. If you have these guys on the ropes, maybe you can continue the effect with less cash - or maybe they will start to recover.

2. Bleh! So in other words, I have no control whatsoever in terms of whether I steal tech or not? It just happens sometimes? That's weak... :(
Perhaps we could have a 'spy' unit, like in Alpha Centauri? And, depending on how high your espionage level is, it could have access to different 'missions'? Or perhaps we could gain 'espionage points' that could be spent on doing such 'missions'? Something like that would be cool...

Does destabilization increase the odds of getting the "Lord so-and-so was assassinated while visiting one of your planets" event? Either that or it's related to the fact that I changed alignment from Neutral to Good and our relations were cooling rapidly.

You can also capture techs when you successfully invade an enemy planet. However, this is the only other way I know of; there are no "spies" per se taht can be assigned to steal tech in the current version of GalCiv.
