will galciv have game editing available?

Hi, I'm new here and new to the series. Connected thrue the Apolyton forums.
What are the plans for having the game editable (is that a word?) by the players. I am thinking along the lines of a Civ2 scenario editor.
I love the ability that if there is an aspect of the game that I do not find fun, that I can change it. Also, if I wish to make the game more complex (or simple) I have the option.
One other thing I enjoyed was being able to creat new units with graphics etc.
