Does anyone remember researching "Final Frontier"?

In the last game I played when I completed researching "Beyond Human" I expected the research list to show "Final Frontier" as
a choice (the only choice since I had researched everything else). But it did not appear on the list. Not only that, but the next turn
gave me the end cut and end of game windows.

I just went back and restarted the game. This time I skipped "Galactic Domination", leaving it in the list while
I researched "Beyond Human". After completing "Beyond Human" I let the research for "Galactic Domination"
proceed. The next turn I got the end of game stuff and still had not completed "Galactic Domination" or had
a chance to research "Final Frontier". Since "Beyond Human" is the prereq for "Final Frontier" is seems the
end of game should not occur until "Final Frontier" is researched. True?
