Difference between planets?

Is it just me or do the bigger planets with far more population not actually pump out anymore military, social and research?

I have a planet with 4000 million and one with say 800 very similar in rating, yet they both have the same production numbers? Only difference I can see is the bigger planet makes more money.

Larger planets have a larger base production. The ratio of population to max population (and your spending rations) determines how much of that base production is utilized.

Things that increase production should act relative to the base production.
