UP vs disobedient civs

First: I'm a newbie to this site and the forum. So I sent the following thread to the NewsGroup, where it is maybe misplaced. Sorry for that . Here is it:

It is said that some ships or other kind of features will available according to decisions of the UP. Wouldn't it be more plausible to make it possible that "disobedient" civilizations use (or develop) that ships etc. anyway and risk to be punished by the UP? To give an example: Can you avoid a genocide by voting?

While the concept of "Rogue States" and UP enforcement is interesting, it will ultimately have to be balanced against making the UP an active part of the game.

Maybe Brad has a specific mechanic in mind regarding this, but I'm sure the parameters will change as different strategies immerge.

I'm relieved. I started to think that my question was not of any interest. Well, there could be ways to avoid the problem you mentioned: The UP doesn't have to takle action itself. It could give (automatically?) advantages to its members against the rogue state(s). This could also be handled by new polls (Which of the following should be -if any- applied against X because of its mischievious action Y?)
Wouldn't this be in accordance with the premise to be a unique and ever-changing, community-made game..?
