I want to go to war but my government won't let me....
What do I do to make them change their minds?

What is your overall morale? I don't know this to be a fact, but it seems to me that my war votes are closely tied to my overall morale, if yours is down in the 50's then a slight variation due to chance could be what is preventing the approval.
