Missing the economic picture...help?

Hi,
Im used to understanding all the little rules of a game, so this is sort of bugging me and I must be missing it in the manual. Im really confused about taxation and production. (Not looking for formulas, just less vagueness)
Okay. So I have a planet that has 1 billion people on it, without any improvements of any type. Are the taxes this planet produces relate only to the population and tax percentage, or is quality of the planet tied in?
Now for production. I understand it this way...Each planet has some sort of maximum production it can attain, and your gov. spending is the percentage of this production that you decide to fund. But what is the maximum production? Is it listed anywhere? And, on a planet without improvements, is it related only to population, or something else too? Then, as I figure, the production you funded is split for each planet into social, military and research (set by the sliders)
Please help...am I way off base?
