Gal Civ Window: closes immediately

Can someone give me a hand with this? I have the newest version of GalCiv, and updated everything via stardock. I have an exe, "galcivw.exe" I assume that runs Galciv in a window.. but it brings up a black window that immediately closes.

I am running win2k with a GF2 and 256MB RAM.

I with this was a case of RTFM, but I downloaded the newest manual (the 1.7MB version) and I searched for ever case of window and no Dice.
I tried 16M colors, no good, I tried 256 colors, no good. And that's as crappy as my videocard gets.
Any other suggestions?

That should be 16 bit color.
