Population decline - anyone know what can cause it in this case.

I have a planet that has the population dropping at a very high rate.
The planet is a 17 class planet (orginally 16), Universal Moral is at around 75%, planet moral is lower (around 40-50), and money is also being put into the moral slider bar.
The planet had a special of a pre-stellar race on it which I took as slaves for the +37 production bonus.
Its within my infulence sphere (being right beside two 32 class planets just in the star system next door in fact).
I have a population growth stat of +50 (I like randy populations), Government is Universalists. Currently not at war with anyone.
Game is still young, Tech level is around Advanced Trade/Shields/High Density Metals.
Am I just missing something that explains why my planet is losing ~20-25% of its population per turn (being boosted by transport at the moment)
