Starbases - can I use to extend ship range?

Can I build a starbase at the limited of my ships and extend their range? If so, by how much?

If not, how can I extend the range of my ships - for example to colonize that 20 class planet just out of reach of my colony ships?

Yes you can.

The starbase extends their range the same as a colony would.

Just to avoid a potential 'fight/flight' response, you don't get the extended range until the turn after you build the starbase (or settle a colony, for that matter).
