Can you rebuild a canceled project?

Ran into a problem where some dufus..ie..me built a manufacturing capital on the wrong planet...I had a random event boost a planet quality to 35..so switched to detail screen..highlighted manufacture capital...clicked cancel project...clicked back...yep..productivity was cut back in half...went to my 35 planet quality planet and do not see the manufacturer capital as a option to build...scaned all my other planets..and none of them have started building it....If you cancel a unique special project...can you not build it somewhere else?

Uhh...no. I'm not sure if that's a bug or by design. I'll find out tomorrow when I'm actually at work and fix it if it is a bug.

Well recently I destroyed some shipyards and other projects and saw them reappear in the to do projects lists, don't know if you can actually rebuild them but I saw them there. This is with 1.03A.57

Those are two different issues: if the social project is not unique, you can build/destroy/rebuild it as much as you like, IIRC. As far unique social projects, if you've built it, you've have it; if you haven't, you don't. This is why you can conquer 3 different minor civs who each have a Manufacturing Capital and still get the option to build your own. The same is true for any other "one per race" social project. If you build one and destroy it, you're out of luck.

It would probably work better if:

1) Once you created a unique social project, you couldn't capture more copies of it (they would be automatically destroyed on other planets when you took control of the planet).

2) You could re-build one if you destroyed it after building it on the wrong planet, or if your planet with it was captured. Logically you shouldn't be able to "rebuild" a unique project, but then logically it makes no sense to have something that a race could only build once, so it comes down to gameplay balance at that point.

If you build a uinque social project one per race and you decide later to scrap it for a better planet I think you should be given that option to rebuild it. If that project gets captured or destroyed by the enemy then you should be out of luck.

As for capturing minor races one per race projects I think you should be allowed to keep them after all it's not like a race would suddenly pass up a free manufacturing capital even though you already have one, it gives the game a nice feel to it IMO.

As for galactic wonders if one of them gets destroyed then it should be made availible to everyone who has the tech until it is rebuilt.

Not sure about this.

I would think that galatic wonders are just that. A wonder! It can only be build once, and future re-builds are just not wonderful enough and don't get the bonus. If you consider something like the statue of liberty. Lots of tourists (+10% econ) but destroy it and build it again in Los Angeles and it will have lost it's bonus. No longer a wonder.

Race specific projects should be rebuildable. These gain their bonus for being a centre for that race. If the old centre gets destroyed or captured a new centre should be buildable. The old centre should maintain it's bonus as the new race can make use of it. Consider Russia. It had a political capital in Moscow. It build a new political capital in St Petersburg. A few decades later it changed it's political capital back to Moscow. Perfetly alright, but only 1 location can have the bonus at a time and changing means rebuilding the project.

Ok I found out that, by design, you can't destroy and rebuild achievements, wonders or trade goods.
