GalCiv database (standalone)

I made a standalone GalCiv database - with descriptions of all the techs, ships, projects and starbase mods. It's a single zip file, so you can download it and view it locally. Inside is just single HTML file, so you can print it out and read it on the toilet. I took the data from JavaScout's website. Thanks, JavaScout!
