Overpopulation :(

Well, I've started my second game of GalCiv a few days ago. At first, everything was going peachy. I creamed the Yor straight off with starfighters and decided to consolidate my power.
Now, some turns later, I've gone from the most powerful empire to one that is struggling to survive. I have the highest pop in the galaxy and the people are runnung out of real estate! I've had to lower all my taxes so much that I'm basically paralyzed.
After browsing the forums a bit, I've finally realized that the unrest was caused by overpopulation (and not evil alien powers as my paranoid self assumed). Now, 50% of my citizens are taking a mandatory nap on colony ships. Everyone is happy again.
My problem is this: people aren't just going to stop reproducing
. Will I have to dump them onto colony ships every once in a while or is there a better way to control population?
I think that my problem was caused by my attampts to keep the approval rating in the 90's. All that happiness caused more growth, thus focing me to lower taxes... untill I was forced to tax 5%.
Any advice from the wise GalCiv players out there?
