How do i make new "Theorys"

i havent been able to make any techs that didnt have an origanl prerecusit. and only one of my custum techs work. how do i get it to work i think its an id number problem can somone hell me with this.

i ask cause i want to make a "Metaphysical Theory" that has new types of techs that many affect moral, population growth, soldgering and Resarch at frist but branch off into propultion tech and weapons later.
