Culture Spread speed and trading

If I build more than one culture spreading structure at a planet, will culture spread more quickly and be more potent?

Also, the trade from trade routes... is that in the form of a rate, or do I only get resources every time a trade ship docks?

Yes, it does spread more quickly. And trade is a rate, you can see it if you hover your mouse on the credit display.
