This program allows you to create square, rounded rectangle, circle, or ellipse buttons in just seconds. You can even type text and all four buttons will be updated automatically. Just pick a style, a color, type some text, then save it. Each time you save, all four buttons (active, hover, pushed, disabled) will be saved individually.

However, if you want to adjust each image seperately, you will need an image editor. I recommend Paint.NET for those on a tight budget (because it's free!!!)
