MOD in option menu

hi, i'm a newbie.. i really love this game from the first time i saw the review.
i have some question:

1. is there any download link beside Stardock to download the patches? please let me know..because i only could connect to internet at myoffice.

2. i didn't see in the Option menu the selection for MOD...is that need patch?

If you cannot use SDC, you can download a standalone patch here. Mod support was added in the release patch, so if you have 1.0 right off the retail disc, then you will need to update.
