something that looks like that could be done simply in photoshop with some layering effects and practice. now if you want the real great quality stuff, look into some various specific 3D imaging programs (i.e. cinema4D)

That looks like it can be done in paint.net which is totally free! Paint.net download

You will need to find the correct plugins for the effects Paint.net plugins
