From what I've seen, having several worlds in the low morale range is a pre-existing condition that must be met first, then there is a random chance. This includes the AI's empires as well as your own.

I noticed that even after you destroy the I-League your planets can still defect to join them.

Yeah same thing happened in my current game.

I have destroyed the I League about 8 times now.

But someone's planets seem to defect every few years to Remake the I League.

But i can't talk to them or trade.

To talk to the I-League, you need to scroll your main map to the I-League world. Then you click on the I-League star, and select 'Talk To' button in the right hand side window where it gives all the stats and planet listings.

They should, but I'm not sure if Star Pilot was referring to a work-around for the case where the game thinks they are defunct when they are not.

If you eliminate them and another planet defects later, they don't reappear.
